While the image is probably a placeholder (It’s the LG Arena), the specs are still there. LG is capitalizing on the high end world phone touchscreen marker with the Opera TV.

The Arena’s S-Class interface will likely come featured on the Opera TV, though no OS is listed.
The device will feature 5 megapixel camera, 7.2Mbps HSDPA, 3-inch wide VGA display, and MediaFLO support. The target launch date is August, and with those specifications, this phone will surely be a popular device.
